Being active in the equine community is something we all know we should do, but sometimes it takes a real-world example to illustrate just how important it is. Colorado House Bill 03-1260 provides that example.
The Threat of Poorly Planned Legislation
The bill was written to impose civil liability for animal cruelty and negligent animal health care practices. At first, the concept sounded reasonable: allow pet owners to sue for malpractice. But on closer examination, a great number of faults emerged. Thanks to the efforts of humane societies, animal welfare groups, and veterinary organizations, this law never made it out of committee.
Why the Bill Was Flawed
- Would increase the cost of veterinary care
- Would increase animal abandonment and neglect
- Would force some veterinarians to move to other states
- Would put health care decisions — including vaccination protocols — in the hands of politicians
- Would expose animal rescue groups to lawsuits
The Lesson for Horse Owners
These mistakes could easily be repeated in legislation concerning horses. Joining organizations like the Colorado and American Horse Councils, breed associations, trail riding groups, or sport horse associations is how we protect ourselves. This bill could have gone from introduction to passing in under two weeks — not nearly enough time for individual horse owners to respond on their own.
